As far as the protection of atmospheric air and the ozone layer is concerned, the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus:
takes measures to implement a unified state policy, ensures the development of government programs and oversees their implementation;
coordinates the operation of central government bodies and other organizations;
adopts normative legal acts, develops, approves and enacts technical regulations;
issues permits for the emission of pollutants into the air;
maintains the state cadaster of atmospheric air;
maintains the state cadaster of renewable energy sources;
organizes and carries out samplings of atmospheric air;
issues special permits (licenses) for activities, which may have an environmental impact, focusing on the handling of ozone-depleting substances;
issues certificates to verify the absence of ozone-depleting substances in products;
issues conclusions (permits) for importing ozone-depleting substances and products containing them into the Republic of Belarus from a Eurasian Economic Union member state or for exporting them from the Republic of Belarus to a Eurasian Economic Union member state;
coordinates ozone layer monitoring work;
exercises control powers in the field of atmospheric air protection, including taking samples and measurements to determine the quantitative and qualitative composition of pollutant emissions into the atmospheric air;
maintains international cooperation;
helps implement sets of measures designed to encourage the broad adoption of unconventional, renewable and alternative energy sources and to reduce the emission of pollutants by vehicles into atmospheric air;
